Looking for recommendations for specification. Must be Windows desktop (I’m not a Mac person). I’m looking at something along the lines of i5 14500, 64Gb, RTX 4600, SSD system drive, transfer existing HDs from my current PC (i7 4770, 32Gb, Nvidia 1050Ti, SSD/HD) which is now slow on Photolab 7 and struggles with Adobe Camera Raw at times. Happy to self build.

I have the same Dell configuration. Works great.
IMHO, 64GB RAM is an overkill for PhotoLab alone, and 32GB should be more than enough for few years. Recent PL versions use more memory caching but it’s still well below 10GB level. Larger memory may help OS file caching. I’m not sure about parallel PL and PS use, though.
Have you considered just upgrading your graphics card? I have an i5 9600kf which benchmarks much slower than your cpu, but PL8 performance is fine. I have 32gig and ssd, but the difference is that I have a GTX 1660 super graphics card.
This is quite an old card, but it is faster than yours.
If I was you I would get a better graphics card and see how it goes. If still no joy, OK go for new processor/ram etc but you can use your new graphics card in that build.
