Currently running PL7 Elite, FP7 and VP4. If I upgrade to PL8 Elite is it safe to assume FP7 and VP4 will still integrate with PL? i.e luminosity mask, etc.

Yes. I have PL6 and VP3 + FP5 work. They did for any update I did since I bought them.
FilmPack will not be upgrsded to a new version soon. It’s unclear whether there will be Viewpoint upgrade soon.

I don’t know about you guys, but when I installed DPL8, ViewPoint 3 and FilmPack 6 were not activated by default, I had to activate them again. I don’t remember this when I bought DPL6 (my last version). Just fyi…
This is what I had to do too. It seems to be “normal” and probably also necessary due to the new “connect regularly” and encrypted license files implementation of copy protection… Activating the products again seems to help (DxO) with the transition to that new scheme.
For me, with the 1 month free trial, FP7 activated by default, but VP4 will not activate. (When trying to activate it says it’s already activated but does not connect within PL8.)
I’ll be using the trial for a month but not forking over the moolah, as I did for PR4, until the new noise processing works for Fuji X.

Hopefully this will be resolved soon; I want to thoroughly test PL8 before deciding whether to upgrade.
Are you trying to activate it within the standalone version of VP? Or are you doing it with PL8? In PL7 you activate VP by clicking:
Help | DxO ViewPoint | Activate DxO ViewPoint

If you mean help menu still have “activate DxO viewpoint” or “activate DxO filmpack” options visible when they are activated, this is the same in PL6 (.12.0).
But acivation works and both works.

Not on my PL7 Windows installation, the menu entries to activate FP and VP are still there even though FP and VP are activated and working.
I was going from memory, how long does it take DxO to sort ot something like it?
I’m guessing the intention is to allow one to activate a later version of the add-ons.
In PL8 (trial) with FP7 and VP4 (licensed), my help menu doesn’t list the option to activate FilmPack - but it does list the option to activate ViewPoint (as well as the option to activate PhotoLab, of course). So it seems people are having inconsistent experiences. My guess is that there’s a newer version of ViewPoint hardcoded into PL8 and we’re now waiting for it to become available for purchase. But I guess it could also be a bug.
Or maybe it means that VP5 is already written and embeded in Photolab8 actual release, ready to be unlocked, but FP8 isn’t.
Testers probably know this.
With the experience I have of those panels appearing and disappearing in time, I would bet on this.
