I just replaced my internet provider. I now have a Fidium account with a new router.
Your recent upgrade for Photolab 7 will not download. Could my new account and router be responsible for the PL7 file being rejected?

It could. Have you
a) checked the DNS/firewall/security settings of your device and
b) contacted your provider?
have you try download from your dxo website account or from PL itself?
if your internet is running than it shouldn;'t be a problem, try from dxo website and login to download it.
