Thank you @Wolfgang, your screen shots prompted to realise the Time Machine button was probably invoking a web browser, specifically MS Edge. I’ve confirmed that is the case because when I unblock Edge, the button works as expected.
@mwsilvers Yes, the problem was specific to my PC. Whether that’s a glitch or not depends on your view of the pervasive nature of MS Edge and the benefits of turning it off totally
