Just purchased and activated PL3 elite from PL1 elite but it’s acting like I’m still on the trial as I cannot export or print images. What should I do?
You should have been able to export and print during the trial period as well. The trial is a 30-day full working version of PhotoLab with no limitations.

Mark is correct, even if you have Trial the Printing and Exports are not blocked (when the Trial is expired you still can Print/Export but with a watermark).
The Printing/Export gets disabled only if you set a Red (reject) tag on the image like this:
