Assuming you have FP activated within PL (right?) - then you’ll see the Luminosity Mask listed as an option in Local Adjustments;

Can you see the four fine contrast sliders under the Contrast and Microcontrast sliders If you can then FilmPack has been activated in PhotoLab. If you do not see those sliders than FilmPack has not been activated.

If FilmPack has been activated, you should see the Luminosity mask icon on the icon bar on the top of Local Adjustments. I have circled it below.
