DxO requires internet access for registration and regular code verification (see the Readme file). In the long run, you will have to upgrade to Windows 11 esp. with the new AI features.
I myself own an older computer, most likely with the same CPU, and I extended its lifespan by installing an RTX4070 12GB (now discontinued) and a 750-watt power supply (see here).
As @stuck has already mentioned, I don’t think it makes sense to replace your GPU with, e.g. an RTX 5070 plus PSU for a limited period (Win 10).
