A very strange thing that’s come to my attention, now that I’ve started using the new PL8 (I’ve owned several previous versions but didn’t use them much owing to the really bad Curves) - the option for using Nik is greyed out (and displays it’s not installed). Also, the splash screen (for PL) doesn’t show Nik as installed.
I checked, and strangely this is happening with previous versions of PL too (5 &6).
My Nik software both 6 & 7 work just fine standalone however.
If I remember correctly, Nik never appeared on the splash screen.
May I suggest reloading and reinstalling the software you are using from your account (there is also a repair option).
If it does not resolve your issue(s), contact Support. This is a USER forum.
When you post images of your splash screen, you’re also posting images of your license keys for the software you’re using - in your case, FilmPack. You should edit those out of the image before posting, or just don’t post that at all.

@nevilleb, @wolfgang. is correct. NIK Collection has never appeared on the PL splash screen.
Since your screen shot shows the NIK Plugin Selector is set to display in PL, I’ve no idea why everything is greyed out for you. @Wolfgang has given you the best advice on how you should proceed.
It’s an installation error that happens sometimes. Reinstalling PL or Nik or both often fixes it. Of course, this shouldn’t be happening. In my own experience, Nik still has some incompatibilities with PL.

Maybe better just to not write publically about this and send a private message instead. Why give bad people any bad ideas?
