Is it possible to increase the number and type of frames used within PhotoLab 9?
Are there downloadable libraries for frames and textures?

I assume you have a license for some version of FilmPack because that is needed in order to get the available frames and textures in PhotoLab. DxO has not included a method for users to install additional frames and textures. There might be a way to add them them under the covers, so to speak, but I researched that several years ago and was unable to discover a way to do that. Perhaps others have been more successful, but I think the frames and textures are essentially baked in..
