Maybe it’s a sign for you to get PhotoLab instead of PureRaw 
My best hint would be to delete your browser cache and retry …
or use a different browser.
Also check your network security settings (firewall rules, blacklists etc.) and remove the offending rule, if there is one.

Tryed on mac, on windows on safari/mozila/chrome.
Were you able to enter your e-mail address and other info in a page like this one:
Here, things look like expected. You might want to open a ticket with support.dxo.com.
They should be interested in not losing a customer by helping to debug your issue with the shop.
Be prepared to give a lot more info than you posted so far.
its a sign you should wait 2 weeks for black friday =]
