Can't get spot weighting in Smart Lighting to work

In PL8, if I select spot weighting, click on the tool and draw a rectangle, and then adjust the smart lighting - it still affects the whole image. What am I missing?

It’s still affecting the whole image but setting exposure according to the selected area(s). If you want to change just an area of your photo, use Local adjustments.

Generally, when I use spot weighting, I put one or more rectangles on the lightest areas and one or more rectangles on the darkest areas. If I have applied it properly on appropriate images, the result gives the impression of an overall increase in dynamic range. Deep shadow information can be more visible and overexposed areas are tamed.

Thanks. It was reading the ToTo tutorial that led me to try out the spot weighting - sadly I had still misapprehended the basic working of it.
