If I call the menue ‘Preferences’ ( Ctrl - Shift - P ) Pl9.1 is freezing and can only be closed via the Task Manager.

No such problem here with PL9.1/Win11 24H2.
Check PhotoLab.txt log (found in a subdirectory of your Documents), Windows EventLog (System and Application) for some clues, but beware of many false alarms there.
Maybe PL waits for stuck IO for some reason, while estimating Cache usage shown in Preferences? Maybe you are short of memory? Maybe installation is broken and should be rerun? Maybe some antivirus went looping? Maybe there’s a .NET version problem? Looks more like an “external” problem.

Meanwhile I have found the reason.
I am using PL at my laptop under changing situation with different monitor setups.
PL has opened the preferences window but at a monitor that is not existing at that moment.
Solution is to disconnect every external monitor. Now the window pops up at the display of the laptop und will remain if I connect the external monitors again.
