Yes, DxO recommended to disable the firewall first, but this has no impact on the installation behaviour. With the new installer, the firewall settings no longer matter.
I have been having the same problem with Nik 9 install. i tried the firewall, anti virus disabling…nothing worked. frusterated. today i found this Nik Cleaning Tool for Windows. I followed the instructions and POOF!!! it worked. i was able to download the sofware seemlessly.
Just to close out the loop on this from my perspective.
Re-downloaded the installer today and… it worked. Happy days.
Looking forward to trialing the software, though I now may hold off another week so I can go out and collect a few long exposure shots to run through SilverEFEX.

Surely the timer only starts after the software has been used, i.e. not just installed?
Indeed, but who can resist launching the app after installation or prevent the installer from doing so? With macOS, the control of these events is easy, but who knows what the installer on Win does?
It’s best to check if the license file is present. If so, the clock is ticking.
Don’t know about this installer, for NIK, but the Windows one for PhotoLab has a tick box to allow/ disallow the installer form launching the application. However, even if you do let the PL installer open PhotoLab the clock doesn’t start ticking until the first time you click on the run trial option.
