Wrong! No, not really, but I could not resist opening with that exclamation.
It’s not black and white. My view is that “pixel tools” are tools which allow arbitrary pixels to be “created”. Painting would be another way to put it. Every tool in PL works with existing pixels (except for watermarks). That is “processing” not “pixel editing”.
In Photoshop, Affinity Photo, and others like them, I can make any arbitrary pixel be a specific colour without affecting any others. Excepting watermarks, that is not possible in PL.
