Is it possible to customize DxO Optics Pro toolbar? If so how?

Yes. Make an own tool bar through Palettes/Create user palette menu item. The empty palette need to be filled by user dragged tools. Finally, save the Workspace as new.
Be careful, the RAW and JPG images need different Workspace, because some tool (e.g. Noise reduction, White balance, etc.) have individual tool for RAW and JPG images. Therefore under the Workspace menu item you have to save two independent items.
