Give me Nik & I'll dump Photoshop

Have you seriously considered supporting the Nik collection? DXO OP + Nik would be seriously more capable than LR on its own and would be a lot simpler & cheaper than OP + Photoshop.

I understand there would be some limitations - one could not round-trip into Nik & then do more editing in OP but that's not possible now anyway. Instead the flow would be simply:
OP -> One or more of Nik suite -> JPG &/or TIFF
But that would still be a very capable tool set - giving local editing & lots of other goodies that currently require Photoshop (or LR if you are prepared to compromise). Biggest gap would be the lack of cloning.

Some of the Nik tools like HDR Efex Pro might not fit, but just Color Efex Pro, Silver Efex Pro & Viveza would be great.

Have you tried Export to Application? It will send selected images to your choice of Nik products (you need to locate the executables on disk).

Yet there is a little issue: Nik is no more supported.

True, but although no updates it still works OK.

Until it gets incompatible with one of the next version of you OS.

I just tried it. Silver Efex runs  :)  And a TIFF turns up on my disk
But now I've got to find a way to turn it into a JPEG  :'(
So, it works, but...

Have you tried exporting a JPEG to Silver Efex? Does it return JPEG or TIFF?

Just give me something like Viveza, to change local color. I have already dumped anything by Adobe. I have an old version of Elements in my archives.

Since 2016 March, the NIK collection is freely available to use as a PS plugin. I use it there in PS6.

I do not know, what does it mean for DxO ( is it available for own product integration or not ), but for users the installation is allowed legally. The file name for install: 'nikcollection-full-1.2.11.exe'

It would be great if DXO support AddIns for Photoshop like ACDSee so there is no need for Lightroom anymore.
